It is rare that an individual contributes in such a unique way to the State of Kansas as your son, Jay Turnbull. Therefore, it is with great sorrow for your family, his colleagues at The University of Kansas Beach Center on Disability, and the Lawrence community that we acknowledge Jay's passing.
Jay was exceptional in so many ways. First, and most importantly, he pioneered an avenue through which individuals with disabilities could access and use self-determined funding to guide how and where they live their lives. His ability to experience life as he desired, without compromise or regret, embodies the true spirit of Kansas.
Secondly, Jay created a community wherever he went. He was known throughout the Lawrence community by his friendly and distinctive handshake. And, although he was often a man of few words, his gift for making and sustaining lasting friendships will be remembered by so many for years to come. Jay embodied for all around him a real sense of community.
On behalf of the State of Kansas, let me express my profound condolences for your loss. Jay's time in the Lawrence community was a blueprint for all in accessing and ensuring that you live the live you want to lead. We appreciate his contributions to our state.
With Respect and Honor,
Kathleen Sebelius
Governor of Kansas
